Municipal Assembly of Ulcinj

The interior of the large hall of the Municipal Assembly of Ulcinj retains the authenticity of past decades but is currently undergoing modernization to meet the contemporary needs of assembly work. The existing condition, dating back to the 1960s, reflects the spirit of that era, but the materials have become worn out due to years of use. The 200 m² hall has often served various purposes and promotions, which has reduced the quality of the assembly environment and made it difficult to focus on official discussions. The new architectural solution introduces significant changes to the layout and functionality of the space.

The previous rectangular seating arrangement is replaced by a semicircular layout, aiming to provide all participants with an equal view and inclusion. A slight elevation of the floor further improves visibility, allowing each councilor and assembly member to clearly see and hear the speakers. The space is divided into three groups: the left side is reserved for government representatives, the right for the opposition, while the executive branch is positioned in the center, symbolically emphasizing transparency and mutual communication.

The podium, made of carefully crafted stone, represents the central point of the hall. Its monumental appearance seems as if it is carved from a single piece of stone, providing a sense of strength and stability. Behind the podium is a high lectern where the assembly leaders are positioned, enabling clear session management. Special attention was paid to the choice of materials that contribute both to the aesthetic and functional value of the space.

Aesthetically, the interior of the new hall exudes symmetry, proportion, and elegance. The dominant colors evoke a ship’s palette, such as brown, blue, and white, creating a connection with the coast and sea, which hold special significance for Ulcinj. This combination of colors brings a sense of stability, harmony, and modernity, while simultaneously paying tribute to local culture and tradition.
